Regime

The regime of the prison involves prisoners attending work, education, gym and offending behaviour courses Monday - Friday morning from 09:00 - 11:30 and Monday - Thursday afternoon from 14:30 - 17:00. Exercise takes place immediately after the morning work period. The Library is opened mornings and afternoons, with sessions available at the weekend to allow prisoners access to reading materials. Satellite libraries are available on the Vulnerable Prisoners Unit and in the Healthcare Centre. Association takes place on a rotation basis, during afternoons and evenings.


Accommodation & Facilities
HMP Exeter has four residential units. A Wing houses employed and unemployed workers with access to daytime association, B Wing is the induction and first night centre run with the assistance of Choices Consultancy, C Wing is an enhanced/working wing where all prisoners are required to conform to their Custody Plan and attend relevant places of employment, D wing houses vulnerable prisoners in a self contained unit with its own workshop and education area. Prisoners have the opportunity to attend work, gym, education, offending behaviour courses and chapel. The prison is well recognised for its drug intervention programmes to help prisoners address their offending behaviour. The prison works in partnership with other outside voluntary agencies to support prisoners while in custody and when they are released.

All wings with the exception of D have internal sanitation. D Wing operates a courtesy locking system during the night to ensure uninterrupted access to toilet facilities. All prisoners have access to showers and every cell has in-cell electricity. HMP Exeter operates a personal officer scheme, Insider scheme, and violence reduction and safer custody programme. There are plans to develop B wing into an IDTS centre for the enhanced treatment of drug and alcohol dependency in mid 2009.


Drugs Strategy
HMP Exeter has effective and dynamic drug strategies with offending behaviour programmes in place to help those coming into the prison.

Prisoners with drug issues who have not already been referred by outside agencies will be seen by healthcare staff on reception and if required will be placed on a Detox programme. The prison works with Exeter Drug Project to provide CARAT (Counselling, Assessment, Referral, Advice and Throughcare service) to prisoners with drug issues. They are allocated a dedicated CARAT team worker to ensure they receive the required information, support and guidance, and may be recommended for the Short Duration Drug Programme (SDP) if appropriate. The CARAT team also work very closely with outside drug treatment agencies and will refer when necessary to drug intervention programme teams for assistance.

Exeter also has an effective drug supply reduction policy, including the use of mandatory and voluntary drug testing and both active and passive drug dogs. The Integrated Drug Treatment Service (IDTS) is due to start in August 2009. This will offer a 28 day programme of clinical and psycho-social interventions. Links with community provision will also be expanded.

The two Offending Behaviour Programmes run at HMP Exeter are SDP and Thinking Skills. The SDP programme is run to provide participants with the skills to address their substance misuse and to make informed choices. It also highlights resettlement needs for individual participants. Thinking Skills aims to give individuals a better understanding of how their behaviour affects their offending together with the impact this has for themselves and others. It also introduces strategies for adopting new thought processes. The programme lasts for five weeks after which progress report is written in collaboration with the Probation Service.

Offender Management
The Offender Management Unit is staffed by Prison and Probation Service staff. They conduct an initial Protective Factors Interview to identify the priority pathway needs for each individual before referring to appropriate interventions. All prisoners are allocated an Offender Supervisor who, where appropriate, liaises with Offender Managers in the community and conducts relevant case reviews. For those out-of-scope for an Offender Manager, liaison is with internal and community stakeholders. Offender supervisors have in-put on the Employment Board for all prisoners, with allocation to work and activities being influenced by the Custody Plan. The Unit includes the Custody Management Unit responsible for allocation of prisoners to other prisons, and the Public Protection Unit which manages Public Protection Offenders (PPO) and Multi Agency Public Protection Arrangements (MAPPA) prisoners.

Resettlement
HMP Exeter is committed to developing useful links with the local community in order to reduce reoffending and to protect the public. There is a Partnership Co-ordinator who liaises with outside agencies used to enhance the interventions available within the prison. 3 weeks prior to discharge prisoners attend a discharge board where any gaps in their discharge needs can be identified and filled. A 2 week course entitled Prep. for Release is delivered collaboratively by education providers offering job skills, tenancy sustainment, budgeting, stress management and many other skills necessary to embrace a return to the community.

Learning & Skills
Learning and Skills provision is delivered in two main areas of the prison, the Education Department and Learning Zone, plus other areas around the prison.

The range of the curriculum covers Pre-entry Level through to Level 2 and is delivered by teaching staff from Strode College (Skills for Life and Vocational Training) and A4E (Art and Social and Life Skills). Information, Advice and Guidance is delivered by Tribal. Fast turnover within the prison restricts the vocational provision available, but there is a strong generic emphasis on improving employability.

Peripatetic delivery takes place around the prison for those unable to attend the main sessions.

Additionally there is a preparation for Release Course as described previously.

All prisoners undertake initial IAG assessment prior to attendance to determine their individual needs and learning levels. The results of this influence the courses followed in conjunction with the requirements of the Custody Plan. There is further intervention within the learning journey, triggered by referral from other departments, regime staff or the prisoners themselves.

Industrial Contract Centres
There are 2 Industrial Contract Centres at HMP Exeter, one for mainstream prisoners and the one in the VPU. Once given Employment Board clearance and Health and Safety training, all prisoners within the establishment have access to ICC employment.


Wages range from £7 to £9.50 per week. Hours worked are Monday - Friday, 9:00 -11:30 and Monday - Thursday 14:30 - 17:00.


Up to 40 prisoners are employed per day. Jobs available include packing, light assembly, bespoke printing (merchandise, mugs umbrellas, t shirts etc.) and embroidery (t shirts, polo shirts etc.). Performing Manufacturing Operations for longer term prisoners in the VPU has proven a great success.

Gymnasium & Sports
There is a sports hall & weights room with Multi-gym. The PE programme is run throughout the week with some evening provision and is supervised by PE Officers. There is equality of access for all prisoners for the PE sessions, with dedicated sessions for those attending work and education. Options include: circuits and cardio vascular training, volleyball, badminton, weights and football.


Accreditation is available for CSLA (Community Sports Leaders Award), BWLA (British Weight Lifting Association), Volleyball Leaders Award, Basketball Leaders award, First Aid, Heart Start, OCN Sport and Fitness. Discrete facilities for detox prisoners are currently being established.

There are good community links, with work undertaken with adults with learning disabilities and local FE colleges.

There are currently no outdoor sporting facilities available.

Healthcare
Healthcare is delivered to the prisoners of HMP Exeter via a complex group of Healthcare providers including three local mental health Trusts, the PCT and the prison itself. We have a large purpose built healthcare centre which has 21 inpatient beds, a day care facility for patients with mental health problems that are managed on the wings and a number of consulting rooms. On each of the wings we have a primary care facility incorporating a GPs consulting and a dispensing area. Detoxification is delivered in conjunction with Royal Devon & Exeter NHS Trust and we have a separate detox unit in B wing.

In terms of services we have GP services, Mental Health care, Chiropody, Dentistry, STD consultant, Optician and nurse led clinics. Our clinical governance board has recently approved an 18 month clinical strategy which includes the development of more nurse led services and a more developed assessment and rapid treatment service based around the first 48 hours of a prisoners stay in Exeter. We have a well developed clinical governance structure, through which we are constantly aiming to improve the quality of our healthcare.

A particular emphasis has been placed on training and development with a number of our staff attending a variety of training programmes.

Race & Diversity
HMP Exeter actively works on our Positive Duty to eliminate unlawful racial discrimination, promote good relations and equality of opportunity between people of different racial groups. The National Policies PSO 2800, 2855 & 8010 are promoted, so that staff and prisoners have an awareness of expected behaviour so as not to discriminate, disadvantage or offend other prisoners, staff or visitors to the establishment. Race Equality is taken seriously by the Governing Governor, SMT and prison. Diversity and Race Equality are standing agenda items at all Senior Management meetings. The Social Inclusion Unit (SIU) at HMP Exeter incorporates the duties of a Race Equality Officer [REO], Equal Opportunities Officer [EOO] and a Disability Liaison Officer [DLO]. The SIU manager is responsible for the investigation of all racial complaints. We aim to protect potential victims by dealing with all racial complaints in a confidential manner; agree a course of action based on the individuals' areas of concern and offer additional support and guidance to managers to protect the individual in their immediate surroundings. We also aim is to ensure that prisoners and staff with disabilities are able to participate equally in all aspects of prison life. Staff and prisoners are encouraged to disclose their disability in a confidential manner and agree a course of action to support their needs with the Disability Liaison Officer.

Prison Shop
We issue each prisoner with an order form stating his spending allowance which will provide prisoners an opportunity to spend once a week his IEP spending allowance. The stock consists of some 250 items and includes a range of ethnic and religious products. The canteen operates on a mail order basis which is then issued to Wing staff each Friday morning for delivery to prisoners.
